Caps Lock Does Not Perform Shift and Key Combination For Danish and German Keyboard

Some specific language characters such as þ,æ,ö,ð do not show as capital letters when using caps lock, however, they do work when using in combination with the shift-key. How can this issue be resolved?
Without caps lock on: þ,æ,ö,ð
With caps lock on: Þ,Æ,Ö,Ð
Rocket Software has released a patch for PASSPORT PC to Host Version 2011-506 to ensure that the following specific language characters, þ,æ,ö,ð, function correctly with caps lock enabled.
This patch must be applied to version 2011-506 of PASSPORT PC to Host only. If this is not done, unpredictable results may occur.
Copy the all the files to the directory where PASSPORT PC to Host is installed. The default directory is C:\Program Files\PASSPORT\.
