Function Keys Mapped to Escape Sequences Not Working

Although I have certain function keys mapped to particular escape sequences, they do not work as expected while connected to my VT host. How can this be corrected?
Different types of VT hosts and different emulators handle escape sequences differently. For example, where one emulator may be configured to send ^[[010q to the host when pressing F10, this will not work with PASSPORT. This should be re-configured to send <ESC>[010q instead. The difference is the escape character used. In the above example, ^[ is used for the escape character, but in PASSPORT <ESC> must be used.
