Enter Key in VT Answer Back Message

I am unable to use ^M in the VT Answer Back Message, which should send the ENTER host key. How can I do this with PASSPORT?
The ENTER key must be translated to the hexadecimal equivalent of ^M preceded by the ~ character, which would be ~0D.
^m, answer back, enter, vt
