Unable to Connect to OS/390

My remote dial-up users are not able to connect to our OS/390 to get a mainframe session. After several minutes of downloading information, they would get this text message on their browser: "If you are viewing this file in your browser, there is a problem with your workstation or network preventing the download...". How would I approach this problem?
If PASSPORT Web to Host is installed on your OS/390, most likely the time-out settings on your HTTP server are not set long enough to allow a complete downloaded of the ActiveX components necessary to launch a PASSPORT Web to Host mainframe session.
Please increase the time-out settings below in your httpd.conf file on your OS/390 system:
InputTimeout
OutputTimeout
ScriptTimeout
PersistTimeout
For optimal traffic, you should start out at 30 minutes and increment them by 15 minutes if the previous settings do not work. In most cases, 1 hour time-out settings should be sufficient.
