The Page Cannot Be Displayed Error with eCode 403
PASSPORT Web to Host

When trying to launch a PASSPORT Web to Host session, I am getting "The page cannot be displayed" error message with HTTP eCode=403 error code.
This error is generated when access to certain PASSPORT Web to Host files is forbidden for some reason. This could be due to any one of the following:
403.1 - Execute access forbidden
403.2 - Read access forbidden
403.3 - Write access forbidden
403.4 - SSL required
403.5 - SSL 128 required
403.6 - IP address rejected
403.7 - Client certificate required
403.8 - Site access denied
403.9 - Too many users
403.10 - Invalid configuration
403.11 - Password change
403.12 - Mapper denied access
403.13 - Client certificate revoked
403.14 - Directory listing denied
403.15 - Client Access Licenses exceeded
403.16 - Client certificate untrusted or invalid
403.17 - Client certificate has expired or is not yet valid
The most common reasons for this to occur on a PASSPORT Web to Host Server are described below:
403.9 - Too many users
This will occur if there are not enough connections available on the PASSPORT Web to Host IIS web site. If you are running Windows 2000 Professional with IIS 5.0 installed as your test server, be aware that you are limited to only 10 simultaneous connections to the web site (Windows 2000 Professional is not supported in production environments). If you are running Windows 2000 Server/Advanced Server with IIS 5.0 installed, please follow the steps below to make sure that you are allowing enough connections to your web site:
403.1 - Execute access forbidden or 403.2 - Read access forbidden
If increasing the number of connections to the web site does not resolve the issue, then the 403 error may be due to lack of permissions. Be sure the local anonymous user (IUSR_ServerName) has at least Read permission to the Program Files/PASSPORT eClient Admin/ folder, all subfolders and files.
