“Invalid license code” error after downgrading from 2007 to 2004.

I have a test server with 2007-1228 installed. I have users test the upgrade with the test server. Once they have upgraded to 2007-1228, if they try to go back to the old 2004-3722-3 server they receive an “invalid license code” error. Is the product not backward compatible?
This issue can be resolved by deleting the new PASSPORT Web to Host version 2007 ActiveX control and re-downloading the PASSPORT Web to Host version 2004 ActiveX component.
