HTTP error with eCode 503

When trying to launch a PASSPORT Web to Host session, I am getting an "HTTP eCode=503" error message.
All clients go through the following cycle when communicating with your Web server:
Obtain an IP address from the IP name of your site (your site URL without the leading 'http://'). This lookup (conversion of IP name to IP address) is provided by domain name servers (DNSs).
Open an IP socket connection to that IP address.
Write an HTTP data stream through that socket.
Receive an HTTP data stream back from your Web server in response. This data stream contains status codes whose values are determined by the HTTP protocol.
The 503 error occurs in the final step above when the client receives an HTTP status code that it recognizes as '503'. This error typically indicates that your Web server is effectively 'closed for repair'. It is still functioning minimally because it can at least respond with a 503 status code, but full service is impossible i.e. your Web site is simply unavailable.
This may occur if a user is trying to access your site at the same time that an administrator is performing administrative functions on the server.
